How it works

The address does not need to already be a network address — host bits are zeroed out to find the network, same as a router would. Two prefixes get special handling rather than the usual "first and last address are reserved" rule: a /32 is a single host route (1 address, 0 usable), and a /31 follows the RFC 3021 point-to-point convention, where both addresses in the pair are usable and there is no separate broadcast address.
